Water providers and regional agencies offer different usage tools, leak programs, surveys, devices, rebates, and application rules. This directory helps a property owner or manager confirm the provider and open a current first-party starting point before making a program, purchase, project, or plumbing decision.

Source boundary

This directory identifies official water-conservation, usage, leak-program, and rebate starting points. It does not identify a property's provider. It does not determine eligibility, availability, funding, amounts, deadlines, preapproval, qualifying products or projects, or tax treatment. It does not diagnose a leak, recommend a repair or purchase, replace provider instructions, or confirm Avila service coverage.

Confirm the provider before reviewing a program

Start with the provider on the current water bill or an official address-based provider lookup. A city name, ZIP code, regional wholesale agency, or nearby program does not by itself identify the retail provider or account that applies to a property.

Record the provider and customer type exactly as the first-party source presents them. Some regional programs work through participating retailers, and neighboring properties can have different provider or account arrangements.

Choose the current customer and program path

Use the provider's current conservation or program page and choose the property or customer path it provides. Residential, multifamily, commercial, institutional, irrigation, and other accounts can have different tools, applications, contacts, and requirements.

Treat usage portals, leak alerts, surveys, devices, bill programs, rebates, and project incentives as separate offerings. The presence of one does not establish access to another, and an offering shown by a regional agency may still require provider or account confirmation.

Record the program source before relying on it

  • Provider and customer or property category
  • Exact program or resource name
  • Official landing-page URL and date checked
  • Application, contact, or account path stated by the source
  • Questions that only the provider can answer

Check current terms before a purchase or project

Program availability, funding, customer eligibility, qualifying products, project types, preapproval, inspections, documents, purchase timing, completion windows, amounts, and tax treatment can change. Read the current provider page and ask the provider to resolve property-specific questions before acting.

Do not use a search snippet, old application, neighboring utility rule, contractor summary, or amount copied into another page as the controlling source. Preserve the current official page and any written provider response that applies to the account.

Keep program and plumbing decisions separate

A usage alert, conservation survey, device offer, rebate, or bill program does not identify a plumbing cause or select a repair. Record the property observation, timing, affected area, provider communication, and program research as separate facts.

Ask the provider about account data, eligibility, application steps, documents, and program decisions. Ask the plumbing service provider separately whether the observed property condition fits its current scope. Neither path confirms the other organization's responsibility, approval, or coverage.

Preserve a dated private program record

Keep account numbers, bills, portal screenshots, applications, tax forms, resident information, invoices, receipts, inspection material, and provider correspondence in the approved private system. Share only the portion needed by the provider or service contact.

Record the source URL, access date, program name, contact, reference number, submitted documents, decision, and next step. If terms change, add a new dated entry instead of rewriting the earlier property record.

The sources below are first-party city, district, provider, and regional-agency pages reviewed on the date shown. Provider boundaries, participating retailers, tools, programs, funding, terms, contacts, and application paths can change.

A listing does not identify a property's provider, determine eligibility or program availability, promise an amount or approval, diagnose a leak, recommend a repair or purchase, replace provider instructions, or state that Avila serves the listed territory. Confirm each property-specific decision with the current provider and the appropriate qualified contact.

Confirm the retail provider and customer type first. Then open the current first-party program page and ask that provider to resolve eligibility, availability, application, product, project, document, or account questions before relying on the program.
